While an Assistant Commonwealth’s Attorney, Noel oversaw the ‘Rocket Docket’ program for Kenton County, as well as the Heroin Expedited Addiction Recovery Treatment Program (H.E.A.R.T.), which allows people accused of drug possession to be released from jail so that they can receive drug treatment to help resolve their substance abuse issues. Additionally, Noel was a member of the Multidisciplinary Reentry Recovery Team (MRRT), which consisted of various representatives from drug treatment centers, jail members, and agencies to check on the progress of peoples’ recovery from drug addiction.
